Revelations 13 makes reference to 2 beasts. - Ok. Since we're being technical, Beast #1 = OWG. Beast #2 - OWG's Ruler, which happens to be one of the horns on Beast#1's head, hence, effectively one beast. Rev 13 predicts the coming of a OWG and it's tyrannical ruler.

Both Daniel 7:7 and Revelations 13 speak of a Beast with 10 horns. The Bible generally references countries or 'Kingdoms' whenever it mentions any animal with appendages such as horns.
