1)It depends on how much scarce benefits they actually get, or want.
2)That they are oppressors, pretty much. Even if you are a "Big Man", if you are not of them, then you are a cash cow. In the sense that they will defend you, kill for you, but they expect you to pay through the nose.

Yes, to an extent they do, which is why whole communiies switch allegiances to different parties, and sometimes allow the area leader to be overthrown. This also contributes a lot to the killings, cause as soon as the average gun-toting thug gets it into his head that he is being "fight 'gainst" he will turn on anyone, family ( I know of a guy who killed his own aunt and grandmother in the street, 30 Secs drive below the Shell gas station on Old Hope Road because they would not give him the profit from their little food stall, which he then burned to the ground, btw aunt was running on the road, pleading for her life, and he camly shot her in the back, and stood over her and shot her several more times), or area leader.
